Oceana is launching an office Mexico and will be headquartered in Mexico City. Oceana Mexico will work with the government, the society, the fishing sector and scientists to influence changes and necessary adjustments in policies, management and marine fishing activity. Oceana has achieved dozens of concrete policy victories for coastal communities, marine life and critical ecosystems all over the world. We have dramatically improved the productivity of fisheries by applying science-based catch limits, increasing transparency in government decisions and protecting millions of square kilometers of sensitive habitats from pollution and other destructive activities. Our victories represent a new hope for the world's oceans.


General Summary of Position

The Director of Administration and Finance/Office Administrator serves in a key leadership position helping to ensure the successful set-up and operation of Oceana Mexico. This position requires a person who is clear and precise regarding the implementation of Oceana’s legal requirements, policies and procedures, as well as flexible in reaching goals and maintaining interpersonal relationships.

The incumbent will be responsible for setting up the Oceana Mexico office and implementing operational systems, including but not limited to: hiring and on-boarding new personnel; benefits administration; setting up initial accounting systems; securing permanent office space; liaising with global IT to implement technology solutions; and negotiation and management of consultant contract agreements. S/he will ensure the operational systems work efficiently and effectively to support the organization’s strategic goals.  S/he will ensure that Oceana is meeting the legal and regulatory requirements in Mexico and is following the policies and procedures of the global organization. The Director leads the budget process (annual, campaign and donor) and produces financial reports and analyses for donors, advisors and external auditors. S/he ensures that Oceana Mexico’s resources are properly utilized, in accordance to the organization’s policies and procedures and in strict conformity with Mexican regulations and the donor requirements.

S/he is responsible for the financial, accounting, human resources, office administration, IT – Information Technology, contracts and procurement functions in Mexico.

The Director will work with the Vice President and others to ensure the successful execution of Mexico’s programmatic goals.  S/he will ensure coordination within the Mexico team and with the entirety of Oceana with a focus on the operational areas. 

The Director reports directly to the Chief Financial Officer (CFO) at Oceana’s Headquarters in Washington, DC with a dotted line to the national Vice President.


Main Duties and Responsibilities

  • Set-up and manage the office in Mexico City, Mexico and operations (HR and Finance) staff. 
  • Responsible for a broad range of HR functions including but not limited to: hiring and on-boarding new personnel; benefits administration, maintenance of accurate employee data and files, documenting processes and procedures; and compliance.
  • Lead Oceana Mexico’s budget development in coordination with the global processes.  Ensure budget guidelines and thresholds are followed throughout the year. Monitor and propose corrective action when needed. 
  • Responsible for the effective performance of various accounting functions, including general ledger, accounts payable/receivable, payroll, bank reconciliations, audit, insurance and tax reports, and fixed assets. Ensures accurate and timely preparation of internal financial reports and submission of external reporting.
  • Manage contracts and procurement of third party products to ensure adequate protections for Oceana and compliance with internal and external policies and regulations.
  • Assist the global IT department in the provision of local support.
  • Serve as the central point for the management of events, meetings, conferences and expeditions.


Educational and Professional Experience:

  • A degree in Administration, Finance, Economy or Accounting and 7 years of people and business management experience.
  • Excellent written and oral skills in Spanish and English.

Work environment:

  • Office headquartered in Mexico City.
  • Work hours: 40 hours per week.
