Rhea is a young and motivated fisheries law enforcement advocate who worked as head of the Environmental Law Enforcement Services Division of the provincial government of Cebu from 2018 to 2019. She is experienced in coastal law enforcement operations, a male dominated terrain in the Philippines, as well as in building cases against violators of the Fisheries Code.
She obtained her Bachelor of Arts in Political Science from the University of the Philippines-Cebu in 2011 and finished her Bachelor of Laws at the University of San Jose-Recoletos in 2016. She became a member of the bar in 2017.
She worked closely with Oceana in the Philippines in the implementation of the campaign against illegal fishing in Taňon Strait Protected Seascape and the organizing of the Visayan Sea Fisheries Management Area. This experience, according to her, allowed her “to have a realization that Oceana embodies my personal advocacy for environment protection, conservation, and community development and to have a deeper grasp of implementing policy advocacy for coastal law enforcement.”
