Rhea is an ocean advocate and environmental lawyer advancing sustainable fisheries and community-centered conservation in the Philippines.

She leads the Fish in Nutrition Systems (FINS), a science and policy-driven initiative addressing post-harvest fish loss to improve food security, nutrition, and coastal livelihoods. She also spearheaded high-impact national campaigns for Fisheries Management Areas (FMAs) and sustainable sardines management, contributing to the establishment of 12 FMAs nationwide, integration of a National Sardines Management Plan into policy frameworks, and adoption of the FMA Scorecard to strengthen transparency and participatory governance in fisheries management. In her broader role, Rhea heads Oceana’s Science and Research Department, working closely with multidisciplinary teams producing evidence-based research that guides policy reform and advocacy. Her work bridges scientific insight and policy action to support sustainable fisheries, protect marine ecosystems, and enhance the well-being of fishing communities.

Before joining Oceana, she served in the Province of Cebu’s Environmental and Natural Resources Office as the spokesperson, policy officer, and lead of the Environmental Law Enforcement team, a role recognized by the United Nations Environment Programme (UNEP) for its contribution to effective environmental law implementation and accountability.

She holds a Bachelor’s degree in Political Science from the University of the Philippines and both her (Bachelor of Laws) LL.B. and Juris Doctor (J.D.) from the University of San Jose-Recoletos. Her work reflects a deep commitment to integrating science, law, and community engagement to advance sustainable development, marine stewardship, and social justice for artisanal fishers and coastal communities.
