Tara Brock
Legal Campaign Director
Oceana Staff

As Legal Campaign Director, Tara works closely with Oceana’s campaign teams around the world to develop high-impact legal strategies and translate complex legal issues into effective advocacy. She brings over two decades of experience in environmental law, public policy, and grassroots organizing, working to find creative solutions to the problems facing the world’s oceans.
At Oceana, Tara has helped secure major victories, including reducing plastic pollution, advancing more sustainable and publicly transparent fisheries management, and protecting deep-sea habitats from destructive industrial practices.
Before joining Oceana, Tara worked at The Pew Charitable Trusts and M+R Strategic Services, where she designed and implemented campaigns to advance ocean and coastal protections. Her career began in grassroots advocacy, organizing to stop industrial pollution in the Great Lakes and ban plastic carry out bags in Portland, Oregon – experiences that taught her the power of community-led conservation.
Tara holds a Juris Doctor from Lewis & Clark Law School, with a certificate in Environmental and Natural Resources Law, and a Bachelor of Fine Arts from the University of Michigan. She is a member of the Oregon State Bar and represents coastal conservation interests on Oregon’s Ocean Policy Advisory Council, where she advises state leaders on ocean policy and resource management.
Based in Oregon, Tara shares her passion for the coast with her husband, two kids, and her rescue dog, Coconut.
